This number symbolizes perfection and completeness. In the official explanation to the decision of the Committee of Ministers of the Council of Europe dated December 9, 1955, which preceded the adoption of the flag, it is said: "Just as the twelve signs of the zodiac represent the whole universe, so the twelve golden stars represent all nations of Europe, and those who still cannot participate in building Europe in unity and peace." The author of the concept of the flag is Arsen Geitz, and the details of the structure, proportions and colors were worked out by Paul MG Levy.
